Output figures below are the seller-stated rated capacity per eight-hour shift, recorded when the unit was running. Treat them as design capacity, not achieved throughput — actual output depends on machine condition, batch sizes and the product mix you licence.
Sterile preparations — small volume parenterals
The block that gives this listing its value. Liquid injections in ampoules and vials, dry powder injections, and eye and ear drops. A sterile area is the single most expensive thing to build from scratch, and the hardest to retro-fit into a building that was not designed for it.
Non-beta-lactam oral solids
Coated and uncoated tablets, hard gelatin capsules and oral dry powders. This is the block that carries a contract-manufacturing business while the sterile licence is being re-established, because it is the fastest of the three to bring back into approval.
Beta-lactam section
Stated as covering tablets, capsules, dry syrups and both liquid and dry injections. Beta-lactams must sit in separate dedicated facilities with an independent air-handling unit and proper pressure differential[1], so this section has to be physically and mechanically self-contained. Confirm on the approved plan that it is, because the original listing text placed this section and the non-beta-lactam section in the same numbered block.
Correction carried over from the original listing: the earlier version of this page listed the non-beta-lactam section and the beta-lactam section both as “Formulation Block-2”. That cannot be right — the two cannot share a block. Ask for the approved building plan and the AHU schematic, and confirm which physical structure each section occupies before you value the sterile capability.

What it takes to make this plant legal again
This is the part of the deal that decides the price. The listing describes the licences as surrendered and easily reactivated. There is no reactivation route in the Drugs and Cosmetics Rules for a surrendered manufacturing licence — manufacture requires a subsisting licence, so the route back is a fresh application and a fresh inspection.
Two applications, not one
The forms this site needs
The parenteral and eye-drop sections fall under Schedules C and C(1), which are applied for in Form 27[2]; the licence granted against it is Form 28. The tablet, capsule and oral powder sections fall outside those schedules and are applied for in Form 24[3], with Form 25 granted against it. A site with both needs both, and the beta-lactam sections need their own endorsement within them.
- Applications go to the State Licensing Authority in Uttarakhand, with a joint inspection before grant.
- Each product you intend to make must be separately endorsed on the licence — the previous product list does not carry over automatically.
- Ask for the surrender correspondence and the last inspection report before you model any timeline.

Where the restart money goes
None of this is in the ₹10 crore. Budget it separately and treat it as part of the price you are paying for the site.
- Condition survey first. Idle HVAC, purified water loops and sterile equipment degrade quickly. Get an engineer through the plant before you offer.
- Re-qualification. HVAC validation, water system qualification and equipment requalification for anything that has been standing.
- Documentation build. Site master file, SOP set, validation protocols and the quality system the inspection will be judged against.
- Working capital from takeover to first invoice, which on a closed unit is longer than buyers expect.
The upside of a surrendered licence: it is also why the asking price is what it is. You are not paying for goodwill, a customer book or a brand portfolio, because none is on offer. Price the site as land, building, plant and the sterile block — then decide separately what the restart is worth to you.
Location
Roorkee, and what changed in 2026
Roorkee is a city and municipal corporation in Haridwar district, Uttarakhand, roughly 30 km from Haridwar and about 65 km from Dehradun. The district is one of North India’s established formulation belts, and the practical value of the address is the ecosystem around it: packaging converters, excipient stockists, contract testing laboratories, engineering and HVAC contractors, and a workforce that has already worked inside GMP areas.
Connectivity
Materially better than when this unit closed
The Delhi–Dehradun Economic Corridor was inaugurated on 14 April 2026, running from Delhi through Baghpat, Baraut, Shamli and Saharanpur[4]. The corridor reduces the Delhi–Dehradun road distance to 210 km and the journey to around 2.5 hours, and a greenfield link runs from the corridor at Halgoa, Saharanpur to Bhadrabad, Haridwar[5].
- New Delhi: approximately 180 km by road, route-dependent.
- Dehradun: approximately 65 km · Haridwar: approximately 30 km.
- Rail: Roorkee station on the Delhi–Dehradun/Haridwar line.
- Air: Dehradun (Jolly Grant) is the nearest airport; Delhi is the nearest wide-body hub.
Correction
Two claims that did not survive checking
The earlier version of this page carried two location claims that a buyer should not rely on.
- “Roorkee district, Haridwar.” There is no Roorkee district. Roorkee is a city and tehsil within Haridwar district. Use the correct description in any document you sign.
- “Tax incentives and government subsidies available.” The Section 80-IC deduction that built this belt required manufacture to commence by 31 March 2012, for a maximum ten-year deduction[6]. That window is closed. Do not price an area-based tax holiday into this acquisition. Verify any current state incentive directly with the Uttarakhand industrial department before relying on it.

Equipment is listed by maker as supplied by the seller. Ages, models, serial numbers, hours run and the date the plant last operated have not been disclosed, and on an idle site those are the details that decide whether the machinery is an asset or a disposal cost.

A sterile section needs more than an RO plant. Ask specifically about the purified water and water-for-injection systems, the distribution loop, the clean steam arrangement and the HVAC classification of the aseptic area.

Five points that need clarification
- The debt treatment is the whole negotiation. A ₹10 crore ask with a ₹6 crore borrowing attached is either a ₹10 crore deal or a ₹16 crore deal. That is a 60 per cent swing on the headline number, and it is unanswered. Resolve it in writing, in the same conversation as the price.
- “Easy reactivation” overstates the position. A surrendered manufacturing licence is not reactivated. Fresh applications are required for both the Schedule C and C(1) sections and the general sections, each product has to be endorsed again, and a joint inspection sits at the end of the process. Ask for a realistic timeline in writing rather than an assurance.
- The block numbering contradicts itself. Beta-lactam and non-beta-lactam sections were both described as Formulation Block-2. Beta-lactams require separate dedicated facilities with independent air handling, so the two cannot share a block. Until the approved plan resolves this, treat the beta-lactam capability as unverified.
- Nobody has said how long it has been standing. Rated capacities from when the plant ran are only meaningful alongside the date it stopped. An HVAC system, a water loop and a sterile filling line that have been idle for three years are a different asset from ones idle for six months. This is the single most useful undisclosed fact on the page.
- The tax incentive claim does not survive checking. The area-based deduction that made this belt attractive required manufacture to commence by 31 March 2012. A buyer restarting this unit today cannot claim it. If a current state-level incentive applies, get it confirmed by the Uttarakhand industrial department in writing before it enters your model.
