J&K Industrial land allotment policy 2021-2030
The UT government of the state of Jammu and Kashmir announced the policy for industrial land allotment for 2021-2023 under the Order No. 65-IND of 2021 dated 24.03.2021 the aim of the policy was to evolve a fair and transparent mechanism for land allotment industrial use including education and Health sector.
Main objectives of Industrial land allotment policy 2021-30
- The main objective of the policy is to provide an efficient and transparent mechanism for industrial land allotment in time time-bound manner.
- Second, to encourage, promote, and facilitate maximum investment in enterprises and build a strong and responsive business atmosphere in the state.
- Third, to generate employment for the citizens of the state.
- Fourth, to develop “Ease of doing business” in the state.
- Fifth, to increase the tax revenue of the state by providing sufficient facilities to investors.
Duration of land allotment policy in J&K
The J&K Industrial land allotment policy 2021-2030 shall remain in operation for 10 years from the date of its adoption.
Time-to-time assessment of policy will be carried out as per the feedback provided by stakeholders, and necessary changes are possible as per the requirement of time.

Zonation of industrial development in different districts
Each District has been divided into two zones zone A and zone B on the basis of industrial development, urbanization, and rates of land.

Doda district

Application for Land Allotment in J&K
You can visit the Single window Portal of the Department of Industries and Commerce of the state where all vacant plots are in the industrial areas in various zones of industrial area.
Other sites where you can find the availability of industrial plots in the state are various advertisements in print and online media issued by the Department of Industries and commerce/ Developing Agency concerned.
Processing Fee for applying plots in J&K
The charges for application for Industrial land allotment are given below:
- The land area up to 1 Acre- Rs. 10000/-
- Above 1 acre to 5 acre- Rs. 25000/-
- Above 5-acre land- Rs. 50000/-
Project Report required for land allotment in J&K
The application for Industrial land allotment in J&K would have a Detailed Project Report (DPR) along with fee and other information, that must contain the elements:
- Qualifications and experience of promoters
- Details about items to be manufactured on the proposed land, or services rendered and their market potentials.
- The total land area applied for and tentative further break up of the possible area.
- Detailed plan layout
- Schedule of implementation of the whole project
- Product process flowchart.
- Projected cash flow or financial statements
- Each source of finance for the project
- Possible employment details for the state and other state people.
- Electricity or power requirements (tentative)
- Â Water requirement for the project
- Balance sheets for the last three years of the applicant company or promoters, IT returns of the promoters, etc.
- Registration documents of the participating documents.
Industrial Land allotment process
In starting the land will be allotted to the allottee for 40 years, which can be extended up to 99 years. There will be all terms and conditions remain defined in the allotment letter. The core points of the allotment process are listed below:
- first of all, a Divisional level appraisal committee will screen and recommend the allotment to the Divisional level land Allotment committee for projects up to Rs. 50 cr value.
- Projects of more than Rs. 50 crore and less than Rs. 200 crore shall be approved by the High-level Land allotment Committee.Â
- Third, projects greater than Rs. 200 crores shall be decided and approved by an Apex level Land Allotment committee after proper screening and scrutiny of documents by the Divisional level appraisal committee.Â
- All three committees shall decide on the application within 45 days of receiving the recommendations from the Divisional Level appraisal committee.Â
- In case of a circumstance where two applicants applied for the same plot then the decision will be taken after interaction with both applicants one by one.
- When the allotment is approved by the allotment committee, immediately an allotment certificate will be issued to the allottee.Â
- The full payment of the plot will have to be paid within 60 days of the allotment letter and before the execution of the lease deed.
- All payments are to be made online mode through the Single Window portal.Â
